Data & Communication Recharge Rates for FY24

The rate for IT Data & Communications, formerly telecommunications, has been approved for FY24. The rate methodology was updated in FY23 to be primarily based upon employee headcount rather than telephone line alone. This change better aligns the rates with the services provided such as cybersecurity, network connectivity, data and telephones.
Billing for these rates will begin in the next few weeks.
Rates
Details about each rate are below.
Data & Communications Rate
An Ïã¸ÛÁùºÏ²Ê×ÊÁÏ employee headcount-based rate for network, data, cybersecurity, and telecommunication services. This rate is based off employee headcount as of Oct. 1 in the prior fiscal year. Using the headcount data, the billing headcount for each d-level is calculated as follow:
- Full time faculty and staff * 1
- Part time faculty and staff * 1/5
- Student workers are not included in the calculation
- Community Campuses receive an additional 10% discount on headcount  (Recognizes local IT support at community campuses)
- Ïã¸ÛÁùºÏ²Ê×ÊÁÏ Anchorage area, PWSC, Kodiak College - $564.89 per billing headcount
- Ïã¸ÛÁùºÏ²Ê×ÊÁÏ KPC, Mat-Su College* - $1,282.58 per billing headcount
*These campuses retain their Network Access fee and do not receive a credit for the
fee against their rate.

Colleges and other major units will be sent a billing summary and a JV template to complete as part of the billing process, much like the Microsoft expense distribution.
Handset Rate
Covers the replacement cost of the physical desk phone for normal use conditions and life cycle. If a user is primarily using the phone from their computer via the soft phone app, they may elect to turn in their desk phone and avoid paying this rate.
Please note that certain restricted funds, such as grants, will have their annual bill for the Handset Rate split into quarterly installments.

Network/Telephone line Rate
A telephone line based rated for non-Ïã¸ÛÁùºÏ²Ê×ÊÁÏ units who use telephone and network services on Ïã¸ÛÁùºÏ²Ê×ÊÁÏ campuses. While the rate is currently charged per telephone line, it encompasses network connections and usage for non-Ïã¸ÛÁùºÏ²Ê×ÊÁÏ entities as well.
$540.06 per phone line
Billable Labor Rate
Billable services include:
- Field work requested by departments such as moves, adds, or changes for ports and telephones.
- Work requests from non-Ïã¸ÛÁùºÏ²Ê×ÊÁÏ university organizations, UA Land Management managed/leased
buildings (e.g. ULB, BOC2, etc.), and for Ïã¸ÛÁùºÏ²Ê×ÊÁÏ leased buildings.
- Moves, adds, or changes for ports and telephones.
- Building access control.
- Network infrastructure and support.
- Work requested by non-UA entities using university infrastructure.
- Moves, adds, or changes for ports and telephones.
- Setting up event specific networks or network connections. May include additional fees for network use and access.
- Building access control installation and maintenance.
- Other network infrastructure and support.
$109.58 per hour
